ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 17, 2011 <br />Action Agenda <br />Item No.~- b_ <br />SUBJECT: Agreement Renewal with Town of Hillsborough for Animal Control and <br />Emergency Animal After-Hours Call Services <br />DEPARTMENT: Animal Services <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Renewal Agreement <br />INFORMATION CONTACT: <br />Bob Marotto, Animal Services Director, <br />968-2287 <br />PURPOSE: To approve an agreement renewal to provide the Town of Hillsborough with animal <br />control and emergency animal after-hours call services for FY 2011-12 for a set fee of $38,148. <br />BACKGROUND: The proposed agreement renewal has been developed and reviewed with the <br />Town of Hillsborough to provide for the continuation of animal control services and emergency <br />animal after-hours call services by the County to the Town during FY 2011-2012. On the basis <br />of communication between all parties, Animal Services and Financial Services determined that <br />cost recovery required a fee of $38,148 effective July 1, 2011. <br />This is an increase of $12,988 compared to the agreement amount for FY 2010-2011. The <br />service fee covers direct and indirect operating costs, the entire amount of Hillsborough's <br />portion of an Animal Control Officer's wages and benefits, and overtime costs. In this regard, it <br />should be noted that the agreement concludes the cost-recovery phase-in plan that has existed <br />between the County and the Town for several years. <br />The principal responsibility of Animal Control Officers will be the enforcement of the County's <br />animal control ordinance within Hillsborough between 8:00 a.m. and 5:00 p.m. Monday through <br />Friday. Outside these regular business hours, Animal Control Officers will provide on call <br />service in relation to rabies suspects, dangerous animals, animal injuries, and other emergency <br />situations. Such on call service will be provided from 5:00 p.m. to 8:00 a.m. Monday through <br />Friday, and on a 24 hours per day basis on Saturdays and Sundays and holidays. <br />FINANCIAL IMPACT: The proposed agreement renewal will provide revenue to the County in <br />the amount of $38,148. As noted above, this fee covers indirect as well as direct costs and <br />labor costs. <br />
