ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 17, 2011 <br />Action Agenda <br />Item No. ~- _ G <br />SUBJECT• Proclamation Honoring Dr. Rosemary Summers <br />DEPARTMENT: Board of Health PUBLIC HEARING: (YIN) No <br />County Manager <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Anissa Vines, Board of Health Chair, <br />Proclamation 245-2400 <br />Frank Clifton, County Manager, 245- <br />2306 <br />PURPOSE: To approve a proclamation proposed by the Orange County Board of Health <br />honoring Dr. Rosemary Summers as she concludes service as Orange County Health Director <br />and proclaiming June 1, 2011 as "Rosemary Summers Day" in Orange County. <br />BACKGROUND: Dr. Rosemary Summers has served the Orange County Health Department <br />as Health Director for thirteen years and prior to that served as Interim Health Director. During <br />her tenure, Dr. Summers led the Orange County Health Department in becoming an accredited <br />health department (2008-2012). Dr. Summers's dedication and commitment to the health of <br />Orange County was also recognized with her receipt of the Outstanding Health Director of the <br />Year award from the NC Association of County Commissioners and the Health Director of the <br />Year award from the NC Association of Local Health Directors in 2003. <br />Dr. Summers's experience and expertise has also made her a frequent choice for many County <br />and State level leadership positions over the years including: President of the NC Association of <br />Local Health Directors; lecturer at the UNC School of Government and UNC Gillings School of <br />Global Public Health; service with the Governor's Task Force on Healthy Carolinians, and <br />membership on the NC Local Health Department Accreditation Board, the Orange County <br />Partnership for Young Children, and the Orange County Human Services Advisory Commission. <br />Dr. Summers's extensive skills, experience, and dedication to public health and commitment to <br />excellence have impacted the lives of Orange County residents, Health Department staff, Board <br />of Health members, County officials, and colleagues, and her leadership and innovative <br />management skills have been an outstanding example of service that benefits the community <br />well beyond the Health Department <br />A proclamation from the Board of Health is attached for Board consideration honoring Dr. <br />Summers as she concludes service as Orange County Health Director and proclaiming June 1, <br />2011 as "Rosemary Summers Day" in Orange County. <br />FINANCIAL IMPACT: There is no financial impact with consideration of the proclamation. <br />RECOMMENDATION(S): The Manager recommends that the Board approve and authorize <br />the Chair to sign the proclamation as recommended by the Board of Health honoring Dr. <br />Rosemary Summers and proclaiming June 1, 2011 as "Rosemary Summers Day" in Orange <br />County. <br />
