Orange County is considering a new type of health plan that combines a pre- <br />tax Health Savings Account (HSA) with a high deductible for all non-preventive <br />care services. Preventive care is covered at 100%. The monthly premiums are <br />less with this plan than our current plans. The County contributes to the HSA <br />and the employee uses the HSA to pay for some of his or her health care <br />expenses. If the HSA funds aren't all used, the contributions carry over from <br />year to year, and belong to the employee when employment ends. There are <br />many details, but the examples below show how the plan would work for most <br />employees. <br />This question was asked to start the education process regarding Health Savings <br />Accounts. 65% of employees identified with one of the examples. The comments <br />indicated that many did not understand the Health Savings Account aspect and <br />focused on the "high deductible" component. <br />Response Options Response <br />Receives only preventive care. Yearly <br />out of pocket costs would be lower than with the current plan and <br />the count premiums would be less than a traditional Ian. <br />Occasionally sees a doctor for services that aren't preventive, but 24% <br />has no chronic conditions.
