2 <br />31, 2011 the Department of Health and Human Services (DHHS) issued its final Request for <br />Applications (RFA) to allow statewide Medicaid waiver expansion under the model created by <br />PBH. Applications must be received by May 20, 2011. Following continued assessment by <br />OPC management with extensive discussion by the OPC Board, the vote was unanimous to <br />seek authorization from the three boards of county commissioners to re-engage in negotiations <br />to merge with PBH. <br />On April 18, 2011 the Person County Board of Commissioners and the Chatham County Board <br />of Commissioners each reviewed and approved the OPC Board recommendation to pursue <br />negotiations to merge with PBH. <br />Attachment A provides a summary update from OPC including DHHS parameters guiding <br />waiver expansion and working partnerships. Attachment B is a Frequently Asked Questions <br />regarding the possibility of OPC joining PBH. Attachment C outlines additional steps underway <br />by OPC to inform and involve consumers, families and community at-large on merger potential. <br />This item is before the BOCC in a work session setting to provide opportunity for a preview <br />presentation and informal discussion before appearing on the regular BOCC meeting agenda <br />for action on May 17, 2011. <br />FINANCIAL IMPACT: There is no financial impact associated with receiving an update from <br />the Area Director on Medicaid waiver expansion and proposed merger with Piedmont Behavior <br />Health. <br />RECOMMENDATION(S): The Manager recommends the Board receive the update and <br />provide any feedback or direction as may be desired to OPC. <br />
