2 <br />1 meeting. No decisions will be made at this meeting but it would come back to the Board of <br />2 County Commissioners on April 20 for review. <br />3 <br />4 John Link said that the staff would respond in terms of compliance of the proposed <br />5 amendments to the JPA agreement. Staff will make suggestions on these amendments. <br />6 <br />7 The Board discussed transfer of development rights (TDRs) and how it would work in high- <br />8 density areas in those areas which are part of the master plan for Carrboro. <br />9 <br />10 On March 30, the Board of County Commissioners will meet with the Carrboro Board of <br />11 Aldermen and will discuss the public hearing and when it will be held. <br />12 <br />13 John Link said that there will be talking points sent out with the March 30 agenda. <br />14 <br />15 Commissioner Brown said that she would like to have the comments from the Planning staff <br />16 reflect what the Northern Transition Area working group did over several months to determine what <br />17 they thought the area would be like, and what the plan reflects of that understanding. <br />18 <br />19 Chair Gordon asked to have the agenda sent to the list of people from Carrboro who spoke at <br />20 a BOCC meeting before Christmas. <br />21 <br />22 Chair Gordon said that she feels it is important that the Board of County Commissioners <br />23 decide before the March 30 meeting on areas of agreement and disagreement. <br />24 <br />25 Commissioner Halkiotis said that he supports TDRs but feels that the citizens need to be <br />26 educated on what this really means. He feels that the County will be perceived as wanting <br />27 something different from what Carrboro wants. He feels it would be good to work toward this but not <br />28 if it will take a lot of staff time. <br />29 <br />30 John Link said that he would come up with talking points that are doable and list some others <br />31 that may be long-range. <br />32 <br />33 The County Commissioners indicated that they feel that TDRs could benefit everyone. The <br />34 Board decided to talk with Carrboro about the concept of TDRs at this time and not wait. The <br />35 County Commissioners feel this is an opportunity that should not be delayed. <br />36 <br />37 Commissioner Jacobs feels it is important that Geoffrey Gledhill has some clarity on whether <br />38 or not Orange County has the legislation to do TDRs. <br />39 <br />40 A motion was made by Commissioner Brown, seconded by Commissioner Halkiotis to <br />41 approve the resolution regarding Carrboro's Proposed Amendments to the Town's Land Use <br />42 Ordinance to Implement the Small Area Plan for Carrboro's Northern Study Area within the Joint <br />43 Planning Agreement as attached to these minutes as pages 4 and 5. <br />44 <br />45 <br />46 CLOSED SESSION <br />47 "To consider the qualifications, competence, performance, character, fitness, conditions of <br />48 appointment, or conditions of initial employment of an individual public officer or employee or <br />49 prospective public officer or employee;" NCGS 143-318.11(a)(6) <br />50
