2.5 <br />Personnel Policy. <br />a. The Agent will give priority to qualified residents of the Property pursuant <br />to Subparagraph 2.Sd and then to members of the local community in the <br />hiring of the site personnel. All pertinent information such as qualification, <br />racial, ethnic and disability status, required record keeping, remuneration <br />and application procedures will be made available to the Owner and <br />Authority. <br />b. The planned staffing for the Property shall be as follows: <br />Role Full or Part Time Number <br />Lease-up Post Lease-up <br />Site Manager Full Time 1/2 112 <br />Service Manager Full Time 1/2 112 <br />c. All employees will be employees of the Agent and will be both employed <br />and terminated as the Agent deems appropriate in accordance with law. <br />Direct and related compensation for these employees will be based on <br />prevailing wages for the Concord area at the time of employment. <br />d. Agent shall use reasonable efforts to provide employment, training and <br />contracting opportunities to low and very-low income persons, and in <br />particular, residents of the Property and the residents' businesses. Agent <br />will give preference to residents in all its employment and training efforts <br />to the greatest extent feasible. <br />2.6 <br />Resident Selection and Admissions. <br />a. Income and Eligibility Requirements. <br />l . All applications must meet the income requirements of Section 42 of the <br />IRC further limited by representations made to the North Carolina <br />Housing Finance Agency as part of the Owner's application for the <br />allocation of tax credits as further outlined in the Restrictive Covenants. <br />The Agent will seek third party verification of applicant's income in <br />conformance with the Restrictive Covenants and Section 42 of the Internal <br />Revenue Code. <br />b. Site-based Waiting List. <br />Agent will develop asite-based waiting list policy governing admission to <br />the Wellspring Village designed to enhance the long-term viability and <br />sustainability of the Property as amixed-income community. Agent will <br />comply with the provisions of any such policy approved by the Owner. <br />
