ARTICLE 2 -MANAGEMENT OF THE PROPERTY <br />2.1 Management Plan Goals. <br />a. To provide a desirable and affordable place to live for an economically, racially <br />and ethnically integrated resident population, without regard to race, religion, sex, <br />color, family status, disability status or national origin. Notwithstanding the <br />above, management may give preference to certain applications. <br />b. To house responsible residents and maximize occupancy and rent collection <br />efforts; <br />c. To provide effective and timely services to the residents while responsibly <br />maintaining the property; and <br />d. To maintain effective working relationships with resident associations, <br />organizations, where applicable, local government including the police <br />department, other property owners in the surrounding area, lenders and investors. <br />2.2 Management Operations. <br />a. This Plan is made and shall be performed in accordance with the Documents set <br />forth in Section 1.5. These documents require that: (i} 25% of the Property's are <br />occupied by households with incomes at initial occupancy at or below 34% of the <br />county median income, (ii) all 58 dwelling units of the Property are to be operated <br />as qualified low-income units under Section 42 of the Internal Revenue Code <br />("IRC") in conformance with the operative Restrictive Covenants. <br />b. Agent will continually review the Plan as necessary and advise Owner of the <br />required or desirable changes. <br />c. The Management Agent will implement provisions which provide for: <br />-- Comprehensive background screening of applicants which includes <br />screening for criminal activity. <br />-- The exclusion of applicants whose criminal histories indicated that they <br />would not be desirable residents. <br />-- The exclusion of applicants who have family members who illegally use <br />(or show a pattern of illegal use) of a controlled substance or alcohol. <br />-- The eviction of residents who engage in criminal activity in their <br />apartment, in the development where the apartment is located, or <br />anywhere else. <br />
