ORANGE couNTY
BOARD of COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: May 3, 2011
Action Agenda
Item No.
SUBJECT: Bus Route 420 (Hillsborough to Chapel Hill) Service Changes
DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y/N) No
ATTACHMENT~S~: INFORMATION CONTACT:
1. Current Route 420 Schedule Craig Benedict, 245-2592
2. Pro osed Route 420 Schedule Mila Ve a, 245-2552
PURPOSE: To:
• Receive an overview of Route 420 changes proposed by Triangle Transit; and
• Approve or comment on proposed changes to the midday service operated by
Qrange Public Transportation SUPT} and forward to Triangle Transit,
BACKGROUND: Route 420 is a Triangle Transit route operated by Chapel Hill Transit ~CHT}
during peak hours and UPT during midday. The route operates five days a week, Monday.
through Friday. Triangle Transit provides 100°/~ funding for the peak hours operation and 50°/0
funding for the midday operation. The remaining 50°/o funding for the midday service is
provided by Qrange County, which equates to $50,900 annually.
Triangle Transit monitors and reviews routes performance system-wide. The minimum
performance standard is set at 75°/0 of the average systemwide ridership for regular commuting
routes. Any route for portion of the route} that falls below the 75°/a productivity standard is
subject for review and restructuring. In many cases a low performing service is reduced or
eliminated. Un the other hand, routes with productivity of 125°l0 of the system's average are
considered high performance routes and are potential candidates for service
increaselexpansion.
Ridership data shows that Route 420 has consistently strong performance during peak
commute} hours and low performance during midday. As a result, Triangle Transit is
proposing changes to the route that, if approved by the Triangle Transit Board, will become
effective as of August 15, 2011. The change process includes a public comment period.
Triangle Transit proposes the following changes:
• Peak service -add four round trips. The additional peak trips will result in 30-minute
frequency between Hillsborough and Chapel Hill during peak hours. Triangle Transit
provides 100% funding for the existing and proposed added peak hour trips.
• Midda~~ service -cut Triangle Transit funding for mid-day trips. Current midday service
consists of a total of four round trips between Hillsborough and Chapel Hill. Triangle
Transit and grange County each fund two midday trips.
