• Continue to work with the County and Town governments to develop appropriate <br />legislation and ordinances to assist with the development of affordable housing <br />• Monitor and track the proposed Inclusionary Zoning Ordinance drafted by the <br />Tvwn of Chapel Hill once it has been adapted far effectiveness in the <br />development of affordable housing and utilize as a model ordinance for adoption <br />by the Towns of Carrboro and Hillsborough and Orange County far <br />implementation if positive results are determined. <br />The affordable housing provisions of the proposed Inclusionary Zoning Ordinance1 <br />drafted by the Town of Chapel Hill apply to developments in any of the following <br />categories: <br />• Single-family or two family development, or subdvs~an of land to create <br />_- <br />residential lots that involve: _ <br />•.• at least 5single-family dwelling units or 2 family dwelling units; ar <br />•.' at least 5single-family lots, or <br />+:* two-family lots in which six ~6} or yore residential ~~unit~. are allowed <br />by the Chapel Hill Land Use Management Ordinance, either ~.ndividually <br />or as part of the same subdivision} <br />• Any change ~n;_~~~e~ ef...a~l gr part of an` existing building from anon-residential <br />use to a resider~~al use`~h~at has at I~~st 5 dwelling units. <br />For development a~lcatia~s i~v~lv~~g ar~y~ of the above, provisions for affordable <br />housing must be inc~~~e~ ~ part o~ th~''development proposal. <br />__ <br />As v~.b ' other tripes of~ development, Orange County's supply of affordable <br />hosing is dicta~e~ by a v~r~~ety of factors, the most significant being project <br />a~f-prdability, availability of land and infra-structure, developer preference for <br />bu~l~ipg high-end Dousing, and government regulation. To address the <br />Educa~~~nal Impact ~~e, the Orange County Board of Commissioners adopted an <br />impact ~~ reimbursement policy, which provides funds to non-profit housing <br />developers construing rental and owner-occupied housing to enable them to <br />pay the fee wit-hoot passing the cost to the prospective renters or homebuyers. <br />1Nith this reimbursement, the Board works to alleviate barriers to affordable <br />housing. <br />HOME/ American Dream Down payment Initiative (ADDI) <br />1.
