Council authorize the Manager to approve converting Neighborhood Revitalization <br />funds into grants for projects that achieve long term affordability. <br />5~ Public Service Activities. $77,04 <br />The use of funds for public service activities that benefit households earning less <br />than 80°/0 of the area median income is eligible under federal Community <br />Development regulations. Examples of public service activities include programs <br />concerned with employment, crime prevention, child care, health, drug abuse, <br />education, fair housing counseling, energy conservation, homebuyer down payment <br />assistance or recreational needs. The amount of Community Development funds <br />used for public services cannot exceed 15°/0 of the Town's Community Development <br />grant estimated to be approximately $88,270 far FY 2011 2Q2~~. This <br />program provides provide a safe and supervised environment for children from the <br />South Estes public housing community, the largest public housing community in <br />Chapel Hill. The afterschool program strives to foster academic performance; to <br />contribute to the healthy development asocial, emotional, and physical} of children; <br />and to help students be successful in and out of school. The program is held at the <br />Family Resource Center in South Estes Drive community.
