Council authorize the Manager to approve converting Neighborhood Revitalization <br />funds into grants for projects that achieve long term affordability. <br />5~ Public Service Activities. $77,04 <br />The use of funds for public service activities that benefit households earning less <br />than 80°/0 of the area median income is eligible under federal Community <br />Development regulations. Examples of public service activities include programs <br />concerned with employment, crime prevention, child care, health, drug abuse, <br />education, fair housing counseling, energy conservation, homebuyer down payment <br />assistance or recreational needs. The amount of Community Development funds <br />used for public services cannot exceed 15°/0 of the Town's Community Development <br />grant estimated to be approximately $88,270 far FY 2011 2Q2~~. The preliminary <br />recommendation proposes the same level of funding that was a~varded to agencies in <br />2010-2011. <br />Vlle recommend that the Council allocate funds for six cammun~t~ service programs <br />Chapel Hill Police Department Youth Employment `Program; $30,O~Q <br />Requested Amount: $42,602 2010-201 Alla~atron: $3~,D00) <br />The Youth Employment Program provides job shills raining, employment experience, <br />and economic opportunities to Chapel Hill youth aged ~4-18 whose families earn less <br />than So°/o of area median income, with the majority ~e,,ng from households earning <br />less than 30°/~ of the median income Many of the participants serve as interns in <br />Town departments, This year, the ~'o~ice `Department proposes to enroll thirty-five <br />participants. <br />• Chape! Hill Parks and Recreation: $2,oD0 <br />Requested Amount: 5{~7'4';.. ~~..~ 0-2011 al~~catr'orr: $7,Z3.~) <br />we recommend allvc~tng $~,~Q~O to support pre-teen and teen programs at the <br />Town's Teen Center; located_ ~ on Franklin, Street for lower income youth. <br />Approximately $2,20' from i`l-e 2D1o-~0~1 allocation could also be used to support <br />the program. Funds would b~ :used tosupport after school and tutorial activities and <br />a summer ca~tp The Z~.a-2011 summer program at the Teen Center served <br />approximatefiy 25'par~cipants. <br />• Chapel Hill Training Outreach Project ~CHTOP~ After School Enrichment Program: <br />$10,000 : :, <br />(Requested Amount: $10,000; 2410-2011 Allocation: $10,000) <br />Orange Couoy_.Family i~.esource Centers/Chapel Hill Training and Outreach requested <br />$10,000 for cor;tinued's~pport of the South Estes Afterschool Program. This <br />program provides provide a safe and supervised environment for children from the <br />South Estes public housing community, the largest public housing community in <br />Chapel Hill. The afterschool program strives to foster academic performance; to <br />contribute to the healthy development asocial, emotional, and physical} of children; <br />and to help students be successful in and out of school. The program is held at the <br />Family Resource Center in South Estes Drive community. The program's target is 15 <br />students. <br />Chapel Hill Carrboro YMCA After School Outreach Program ~ $10,000 <br />Requested Amount: $10,000; 2010-201. Allocation: $10,000) <br />The After School Outreach Program operates at the Chapel Hill/Carrboro YMCA, <br />serving children living in the Pine Imolls neighborhood and the South Estes Drive and <br />FY 2011-2012 Action Plan 10 <br />
