Orange County has likewise maintained an inclusive approach <br />toward historic preservation by including a Cultural Resources chapter in the Orange County <br />2034 Comprehensive Plan ratherthan a more generic preservation plan. <br />Preservation programs offer opportunities for coalition building, This spring marks the fifth year <br />that the Historic Preservation Commission ~HPC} has partnered with the Historical Foundation <br />of Hillsborough and Orange County The Foundation} to sponsor a photo contest. Please see <br />Attachment #1.} Leonard Vogel, a former member of the HPG and a member of the North <br />Carolina Society of the American institute of Building Design ~AIBD}, arranged for the AIBD to <br />donate $300 for prize money. All submitted photos will be on display in the Orange County <br />Museum during the month of May. Contest winners will be announced in front of the historic <br />courthouse during the May "Last Fridays" event. The HPC will also operate a booth at Last <br />Fridays with information an the Green components of preservation. <br />National Historic Preservation Month offers an opportunity for Orange County and local parkners <br />to reflect on successful efforts to preserve the built environment and associated heritage. In <br />2001, the National Trust selected the Town of Hillsborough as one of America's Dozen <br />Distinctive Destinations, and this year it has selected, the Town of Chapel Hill for the same <br />honor. Only five North Carolina municipalities have received this honor, and two are in Orange <br />County. <br />Other examples of preservation activity: <br />• Setting up a booth at the Town of Hillsborough's Last Friday's Event during May with <br />materials on the Green components of preservation; <br />• Sponsoring cultural and archaeological surveys of future county park sites as park of the <br />master design process, and developing new approaches to share the information from <br />those surveys with the public; <br />• Demonstrating a commitment to historic resource stewardship by recognizing that the <br />existing buildings at county park sites are irreplaceable assets and maintaining those <br />buildings for future use; <br />• Including a chapter on cultural and archaeological resource protection as part of the <br />Natural and Cultural Systems Element afthe 2030 Comprehensive Plan; and <br />• Publicizing and promoting the County's Local Landmark program, an honorary <br />designation program for local properkies with historic and architectural significance. <br />These examples represent a sample of the County's efforts to promote the importance of <br />cultural heritage and to use history as well as preservation for local economic development, <br />such as tourism, coalition building and making Orange County a destination, <br />FINANCIAL IMPACT: There is no financial impact associated with consideration of the <br />proclamation. <br />RECOMMENDATION~S~: The Manager recommends that the Board approve and authorize the <br />Chair to sign the proclamation designating the month of May as National Historic Preservation <br />Month in Orange County with the theme, "Celebra~lrrg amer~ca's Treasures", and that the Board <br />extend an invitation to the public to parkicipate in the upcoming events. <br />
