11 DRAFT q~~ <br />1 earlier that minor street movement is given less green time because the traffic on Old 86 is <br />2 heavier. And, if you force those cars to turn, to go out the old Oakdale Road driveway, <br />3 they're going to have to turn left from Oakdale onto Old 86 at the light where they're going <br />4 to have some delay, instead of going out onto Old 86. If you're going to increase that traffic, <br />5 and they're already given less green time there, it's going to, of course, increase that delay. <br />6 <br />7 And, it's sort of the same for the vehicles coming from the south on Old 86 wanting to turn <br />8 left into the Credit Union. You're going force them to go up to the signal, make a left there, <br />9 where they're currently are not provided a protected movement, according to what I see on <br />10 the signal plans. They don't have a green arrow, so they're not going solely as an exclusive <br />11 movement. They're having to wait for gaps in the southbound traffic to try to make that !eft <br />12 turn movement. And that's not ideal for the left turns to do. So it's pretty much the same <br />13 situation you have down at the southern driveway. But, there is storage available in the turn <br />14 lane, in the middle turn lane there, for those cars to get out of thru traffic, which is a plus. <br />15 So, you wouldn't be forcing those cars to go up to the signal, make a left and then come in <br />16 off of Oakdale if we allowed the intersection to remain full access. <br />17 <br />18 I also should point out, that when these improvements come in by DOT or the TIP Project is <br />19 built in the future, you're going. to have an improved cross section there that is able to carry <br />20 the traffic more efficiently. So, it won't be as big a deal for those cars to go out to Oakdale <br />21 at the intersection. You're going to have more through lanes there for the traffic on Old 86 <br />22 to clear that intersection quicker. So, it wouldn't be as bad to send those cars out the <br />23 Oakdale driveway. <br />24 <br />25 Vice-Chair Schofield OK. Great. Thank you. Yes, Barry. <br />35 <br />36 Barry Katz stated that they were talking about traffic moving in and out of the Credit Union <br />37 but Old 86 is getting more traffic and you have cars that aren't trying to get into the credit <br />38 union and he knows that you are looking at a traffic increase. The recommendation is to <br />39 allow right turns only and the left turn may become an issue and he would support the <br />40 Planning Staff recommendation. <br />41 <br />42 Rynal Stephenson One thing I would like to say about that is that when you have cars <br />43 turning left in or left out of the southern, existing driveway, the traffic signal up at Oakdale <br />44 wilt stop traffic in the southbound direction and northbound direction. And, when that <br />45 southbound traffic is stopped, that will allow gaps in that traffic for the cars to turn left out, <br />46 and, either get in the center turn lane, and, for the traffic coming up from the south, wanting <br />47 to turn left in, they'll have pretty much a clear shot into the Credit Union. That's not as a <br />48 critical a movement as the left turn out. But, one benefit of having a traffic signal at the <br />
