5 DRAFT <br />1 So, you could've had up to 40,000 square feet on the same size lot, or, under the second ~~ <br />2 scenario, you could've had an additional 10,000 square feet on that adjacent lot. What <br />3 they're (SECU] asking for is 7,334 square feet total for the entire 3.25 acre-site. So, that's <br />4 up to this Board to decide and the Planning Board to look at also as to whether or not <br />5 there's some public benefit to allowing this request as it's proposed. <br />6 <br />7 The second deviation that they're requesting will be an additional drive-thru lane. In the <br />8 Hillsborough Area EDD, which does not, and was approved by the BOCC, allow drive-thru <br />9 facilities. The three there now the four that are there now-are technically grandfathered. <br />10 They are existing legally. They are also under a Special Use Permit. They cannot be <br />11 deemed illegal under the Special Use Permit, if it [SUP] was in place when the new zoning <br />12 was put into effect, which it was. <br />13 <br />14 The additional lane would be a request to deviate from the standards of no drive-thru <br />15 facilities. So, that 25 percent expansion would be a request to this Board. <br />16 <br />17 We did a little checking to find out what they [SECU] may or may not be doing. This was by <br />18 no means a scientific way of going about it; but we did call down and ask. They are <br />19 promoting their internet banking. They're pushing.:that to try to get people to do more <br />20 business by the internet and so forth. And they're also thinking that perhaps they will be <br />21 able to reduce the amount of sit times for people looking to transact business at the drive- <br />22 through. They're looking to service their existing clients. I assume they would get more. But <br />23 there's a limitation as to what can be added to the Credit Union based on their criteria for <br />24 membership-government workers. I don't think just anyone can join the Credit Union. So <br />25 they're limited to at least to who would be able to join the Credit Unioh over the long term. <br />26 So, they're looking that this expansion to serve their existing client base, which they feel <br />27 could also reduce emissions because people are sitting for shorter amounts of time. That <br />28 was one way to look at it. <br />29 <br />30 And, also, the third deviation in this is really not a deviation. The maximum building height <br />-3i ~-~ in this proposed district is-30 feet. T~e,existtrlg_buildipg--is, in.a.couplq of places,_35 feet,..... <br />32 But what they_'re asking to add on is significantly less than the 30 feet So, anyaddition'that <br />33 they're looking to add on to this building meets the requirements of the district. But, if it's <br />34 rezoned to PD-ED-LNR, you have anon-conforming situation right there, so you would <br />35 need a deviation of five feet. <br />36 ~ . <br />37 There were conditions placed on this in '97. We've incorporated all of those related to <br />38 sewer and landscaping. NGDOT requirements then were to dedicate right-of-way, which <br />39 they did. For some reason it hasn't shown upon the Land Records system, but there was <br />40 right-of-way dedicated along 86 for 20 feet. And they requested an additional five feet along <br />41 Oakdale, which we're going to ask for that same amount again, and to verify that it actually <br />42 has been done. <br />43 <br />44 Also, your Special Use Permit, if you were to approve this, would only last for one year. If <br />45 they have not started any construction within one year, it would expire. And that has to do <br />46 mainly with zoning. The actual recommendation by Staff is the Zoning Officer's <br />47 .recommendation. And we've not found anything in our investigation to indicate that this is <br />48 not a reasonable, good use in that particular area. <br />49 <br />
