This site development plan, that, ~(o <br />2 which will be part of the Special Use Permit, is very close to a, a formal site plarr. <br />3 <br />4 To go through the actual information to be submitted by staff, Robert Davis, the current <br />5 Planning Supervisor, will go through that item to explain the different aspects of the <br />6 proposal. And, then, we'll turn it over to the different parts of the process. So, I'll introduce <br />7 Robert Davis and he'll continue with this application. " <br />9 Technical Evaluation: <br />10 <br />11 Robert Davis Thank you, Craig. As he said, this is a planned development request to <br />12 rezone property from the ED-Limited Office 1 to Planned Development Economic <br />13 Development Linear Office, which is the district that was designated for this portion of the <br />14 EDD (in the Hillsborough area EDD), back when you redid the Hillsborough EDD about, <br />15 close to two years ago, I guess. <br />16 <br />17 This is the State Employees Credit Union. It's located there at the intersection of Oakdale <br />18 and NC 86. It's in the Hillsborough Township. It is adjacent to the Citgo, which is located <br />19 over to the east. You have the Hillsborough EDD to the northeast. Back to the western <br />20 side, you have single family, but that is also in the Orange County EDD. And on the south ' " `~ - ~~ <br />21 side of the property you have asingle-family house that's also in the ED-LO-1 district. <br />22 <br />23 The building that is there now is a 5,000 square foot building. It was built back in '97 - 98 <br />24 time period. They've run out of room. They've recently acquired the property to the south <br />25 and are looking to expand this from the 1.88-acre site---which is the current site---by adding <br />26 another 1.37 acres for a total of 3.25 acres. <br />27 <br />28 The building itself has an ATM lane for the ATM machine, which is actually in the building. <br />29 So, that's one lane. And then there are three drive-thru lanes for conducting of business by <br />30 the people that go through. So, there's a four lane total, including the ATM lane. <br />- 31.::_.:- _ - -:--. __.....: -- <br />32 The current zoning on the site is ED-LO=~ andon ttie rrotthern portion it has a special use <br />33 permit that you approved and that was not removed, so to speak---when you rezoned that <br />34 property to ED-LO-1. So the Special Use Permit, for at least the northern portion, is still in <br />35 place. <br />36 <br />37 For the southern tract, that's general use zoning, ED-LO-1 for all of the uses that are <br />38 currently in the table of permitted uses of that district. What they're doing now, through the <br />39 planned development process, is a map amendment, which is the legislative part, to rezone <br />40 that whole tract to a planned development (PD-ED-LNR) classification with a Special Use <br />41 Permit, which is the quasi judicial part, that includes the site plan review. And if you would <br />42 go to the site plan right now. <br />43 <br />44 What they're asking to add on is a little on the northern side of the property. [Mr. Davis <br />45 referred to a map] They are to put some office space there -and to convert the canopy <br />46 area that is the existing drive-thru lanes. That would also be converted to office with the <br />47 pavement around that portion to be taken up and re-sown with grass and landscaping. <br />48 <br />
