Information. from NCDOT indicates 7 accidents at the intersection <br />with 5 minor injuries and no accidents at the Credit Union entrance on Old NC 86. <br />7. Request for information regarding whether the existing house would be deconstructed or <br />moved. <br />- Jonathan Parsons with O'Brien Atkins has looked into moving the house and due to the <br />house being in poor condition and having to move the house in several sections, it was cost <br />prohibitive. Therefore, the applicants are proposing to have a controlled burn for fire safety <br />training or deconstruct the house. <br />Development Process, Schedule, and Action <br />• Public Hearing held on November 24, 2003 <br />• Petition refered to the Planning Board for a recommendation, to be returned to the Board of <br />County Commissioners. <br />Planning Board meeting January 8, 2004: <br />• Petitioner again requested full service access on NC 86. Also, answered questions <br />concerning tree retention, underground stormwater capabilities and impact on <br />Oakdale Drive if right in/right out on NC 86 is required. <br />• Ina 9 to 1 vote, recommended approval of the proposed Planned Development <br />rezoning and Class A Special Use Permit for expansion of the existing facilities with <br />the proposed conditions (attached as Resolution of Approval Version Two, which <br />includes a condition that access entrance on Old NC 86 be changed to a right in/right <br />out entrance only when the level of traffic at the intersection of Oakdale Drive and Old <br />NC 86 exceeds a level of service D). (Draft Planning Board minutes are attached) <br />• One Planning Board member did not agree that an additional drive-through lane <br />should be allowed and did not agree with the NCDOT's assessment that aright-in/ <br />right-out on Old NC 86 should not be required at the present time. <br />Board of County Commissioners: <br />• BOCC to consider all evidence presented at joint public hearing and any new evidence <br />that was considered by the Planning Board in making its recommendation. <br />Option 1: Close the Public Hearing and Approve proposed Planned <br />Development rezoning and Class A Special Use Permit for <br />expansion of the existing facilities with the attached conditions in the <br />Resolution of Approval Version One or Resolution of Approval <br />Version Two. <br />Option 2: Close the Public Hearing and deny the proposed Planned <br />Development rezoning and Class A Special Use Permit for <br />expansion of the existing facilities. <br />Option 3: Leave the Public Hearing open and table decision to future meeting <br />date. <br />FINANCIAL IMPACT: None determined. <br />RECOMMENDATION(S): Administration Recommendation: Approval of the proposed <br />Planned Development rezoning and Class A Special Use Permit <br />for expansion of the existing facilities with the attached <br />Resolutions of Approval Version One, which includes a <br />
