!J <br />c <br />3 <br />The following conditions were placed on the State Employees Credit Union when the Special <br />Use Permit was originally approved on April 21, 1998. <br />Existing Class A, Special Use Conditions: (Recorded 7-17-98; Book 1763, Page 450) <br />1. Sewer lines shall be installed at the time of site development. <br />2. Parking, landscaping and buffers shall be installed and maintained as shown on the <br />February 6, 1998 site plan. <br />3. Sidewalks shall be constructed and maintained by the State Employees' Credit Union until <br />the property is annexed by the Town of Hillsborough. <br />4. NCDOT requirements as specified in its April 17, 1997 letter and September 16, 1997 letter <br />shall be complied with. (See attached letters) <br />5. If any condition of this Special Use Permit shall be held invalid or void, then this Special Use <br />Permit shall be void in it's entirety and of no effect. <br />6. This Special Use Permit shall automatically expire within twelve (12) months of the date of <br />approval if the use has not commenced or construction has not commenced or proceeded <br />unless a timely application for extension of the time limit is approved by the Board of County <br />Commissioners as provided by Section 8.4.11 of the Orange County Zoning Ordinance. <br />Information/Issues at Public Hearing on November 24, 2003 <br />1. Request for information on sidewalk location. <br />- Sidewalks on Oakdale Drive will remain where located. Sidewalks along Old NC 86 will be <br />extended south from the end of the existing sidewalk to the new property line. <br />2. Discussion of right-in/right-out access only on Old NC 86. <br />- NCDOT is recommending one full access point on Old NC 86 with the anticipation that when <br />Old NC 86 becomes a divided highway the access would become a right in right out only. <br />The Planning Staff recommends the one access on Old NC 86 be constructed as a right-in <br />right-out at the present time due to increasing traffic on Old NC 86 and Oakdale Drive. <br />Concerns were discussed at the Public Hearing about the full access on Old NC 86. <br />3. Discussion of right-of-way for an additional lane on Oakdale. <br />- Additional right-of-way has been provided by the Credit Union on Oakdale Drive for future <br />improvements. NCDOT has been contacted about the possibility of having a right turn lane <br />constructed on Oakdale. NCDOT has indicated a right turn lane may be possible using spot <br />safety or small urban funds. Due to funding limitations of these funds the State Employees <br />Credit Union will be responsible for costs of the turn lane above $75,000. The cost and <br />feasibility of construction is being investigated by NCDOT. A formal written request for a <br />right turn lane will need to be forwarded from the Commissioners to NCDOT. <br />4. Concern was expressed about adding an additional lane to the drive through and air quality <br />issues. <br />- Jay Smith with Obrien Atkins indicated the additional lane would increase efficiency and <br />thereby reduce wait time and air pollution. <br />5. Commissioner Jacobs expressed concern about a possible future rear drive. <br />- It was pointed out that there is a stub out to be constructed to the south and aright-of--way <br />proposed to the west for a possible future connection. The existing plan indicates a private <br />right-of-way along the western property line on the adjacent property. When adjoining <br />properties are developed additional drives will be considered. <br />6. Request for information on accidents at the intersection of Oakdale Drive and Old NC 86. <br />
