~ ~~ <br />2' ,s <br />Total Acreage: 3.25 The addition of 1.37 acres to the existing 1.88 acre site. <br />Traffic Patterns: <br />Request is for one full access point from Old NC86 and the existing full access from Oakdale <br />Drive. The North Carolina Department of Transportation (NCDOT) is recommending the access <br />point to Old NC 86 be full access. Planning staff is recommending one right-in /right-out <br />access point to Old NC86 and the existing Oakdale Drive access. One stub-out will be <br />constructed to the southern property line to provide for interconnectivity and a stub-out <br />easement will be provided to the western property line. <br />Water-Sewer: <br />Hillsborough water and sewer is located at the site. Lines will be extended to the remote teller <br />office. <br />Agency Comments: <br />Comments attached from Town of Hillsborough, Sheriffs Office, Emergency Management, and <br />NCDOT. <br />Zoning Consistency: <br />The proposed expansion plan does not meet three of the performance standards of the ED- <br />LNR zoning~district. However, the ordinance allows the Board of Commissioners to deviate <br />from these standards through the Planned Development process if the BOCC determines that a <br />public benefit or purpose is being met. <br />• The maximum floor area limit in the Linear Office District is 5,000 square feet with 20,000 <br />square foot minimum zoning lot. <br />- The proposed facility will be on 3.25 acres or a lot of 141,570 square feet, which is <br />approximately 7 times the minimum zoning lot area for the District. The plan is to <br />expand the existing building to 7,334 square feet total with a new remote teller station <br />of 634 square feet and a relocated new canopy of 2,000 square feet. The total <br />constructed square footage proposed, therefore, is 9,968, which is substantially less <br />than the total floor area that would be allowed with 7 separate 20,000 square foot <br />zoning lots [i.e_ 7 X 5,000= 35,000 square feet]. Even if the 1.37 acres were <br />subdivided and developed separately as two zoning lots, each lot could allow up to <br />5,000 square feet each for a total permissible floor area of 10,000 square feet, which <br />is more than the proposed area of 9, 968 square feet. Additional office space to <br />accommodate walk in traffic is a part of this proposal. <br />• The Hillsborough Area EDD has a prohibition against drive-through facilities. <br />- The existing facility has four drive-through lanes, including the ATM lane. The request <br />is to relocate these lanes, to add one extra drive through lane and to add tellers (at <br />the remote teller station) that are dedicated exclusively to serve drive-through <br />customers. The additional lane, when served by a dedicated teller, has the potential <br />to reduce emissions by shortening the time of vehicles waiting in line to perform <br />transactions. The Credit Union is also promoting use of on line banking which also <br />may reduce the number of trips. <br />• The maximum building height is 30 feet. <br />- The existing building is 35 feet in height. The additions are less than 30 feet in height. <br />
