` Page 2 <br />Mr. Eddie Kirk <br />December 30, 2003 <br />peak hour traffic volumes with the SECU expansion and with the right-in/right-out <br />driveway on Old 86 are shown in Figure 3. <br />Study intersections were analyzed during the a.m. and p.m. peak hours under existing <br />traffic conditions and future traffic conditions with the SECU expansion and right-in/right- <br />out driveway on Old 86. Under existing traffic conditions, analysis indicates all <br />intersections operate at acceptable levels of service. <br />As indicated in the previous traffic assessment, all study intersections were expected to <br />operate at acceptable levels of service under future traffic conditions with the expansion <br />and the full-access SECU Driveway on Old 86. <br />With the right-in/right-out driveway on Old 86, analysis indicates that all intersections will <br />also operate at acceptable levels of service under future traffic conditions. Since a <br />significant percentage of SECU traffic currently turns left from the SECU Driveway onto <br />Old $6, a right-in/right-out driveway on Old 86 will cause these vehicles to turn right from <br />the SECU Driveway onto Oakdale Road, increasing the traffic volumes on the eastbound <br />approach of Oakdale Road at the intersection with Old 86. Queuing analysis indicates that <br />this increased traffic on Oakdale Road could result in eastbound queues extending to or <br />beyond the SECU Driveway on Oakdale Road during heavy traffic periods. Analysis <br />printouts for future conditions are included with this letter. <br />It is recommended to maintain full access at the SECU Driveway on Old 86 until such time <br />that 1) a crash analysis indicates a safety problem at the intersection, 2) Old 86 is widened <br />to a multi-lane facility, or 3) cross-access is provided between the SECU property and the <br />adjacent property to the south that will provide afull-access intersection for SECU traffic <br />on Old 86. Providing afull-access intersection for SECU traffic on Old 86 will relieve <br />traffic on the SECU Driveway at Oakdale Road as well as Oakdale Road at Old 86. <br />Further, if the NCDOT crash analysis report indicates that a safety problem does not exist <br />at the full-access driveway, any increase in traffic due to the expansion is expected to be <br />insignificant and should not impact safety at this location. <br />If you have any questions, please contact me at (919) 872-0480 x 110. <br />Sincerely, <br />.RAMEYKEMP & ASSOCIATES, INC. <br />~( <br />Rynal G.
