(RKA) has completed a traffic assessment for the <br />proposed expansion renovation of the existing State Employees' Credit Union (SECU) in <br />Hillsborough for the scenario that converts the existing full access driveway on Old 86 to a <br />right-in/right-out driveway. A traffic assessment was conducted by RKA in November <br />2003 for the proposed SECU expansion that assumed the existing site driveway on Old 86 <br />would remain afull-access intersection. <br />This assessment was completed following the Novemeber 24th. meeting with the Orange <br />County Planning Board at which planning board members expressed interest in restricting <br />the driveway on Old 86 to right-in/right-out movements due to safety concerns. This study <br />analyzes traffic operations at the intersection of Old 86 and Oakdale Road as well as the <br />two site driveways assuming the SECU Driveway on Old 86 is restricted to right-in/right- ~~ <br />out movements. In addition, a request was made to NCIDOT for crash data at the study <br />intersections over the most recent three-year period; however, the NCDOT has not <br />completed the crash analysis report as of this date. <br />Existing traffic counts were conducted during the a.m. and p.m. peak periods at the study <br />intersections of Old 86 and Oakdale Road, Old 86 and the SECU Driveway, and Oakdale <br />Road and the SECU Driveway. These existing traffic volumes are shown in Figure 1. <br />As discussed in the previous traffic assessment, a.m. and p.m. peak hour trips were <br />generated for the SECU expansion and assigned to the study intersections. However, in <br />this scenario with the right-in/right-out driveway on Old 86, all new SECU trips that would <br />turn left from the SECU Driveway onto Old 86 were assigned to the SECU Driveway on <br />Oakdale Road. Refer to Figure 2 for the new a.m. and p.m. peak hour SECU site trips. In <br />addition, under this scenario, all existing traffic turning left from the SECU Driveway onto <br />Old 86 was reassigned to the SECU Driveway at Oakdale Road.
