The level <br />of service is satisfactory for the left turn movement; it is level service D, which is 34-35 seconds <br />delay. <br />Craig Benedict: Instead of percentages, level of service is the classic threshold used to make <br />improvements or changes. Level of service D is still an acceptable of service as NCDOT <br />standards go. You could say once that intersection exceeds level of service D, which is <br />measurable; level of service E is not acceptable. <br />Ronald Stevenson: There are dozens of intersections that operate at level D, probably F and still <br />operate okay. Level F at an un-signalized intersection on a fairly busy road is common. <br />MOTION was made by Ted Triebel to approve the Special Use Permit Class A with the <br />recommendation #5 being activated once the Level of Service D is exceeded.. Craufurd Goodwin <br />seconded. <br />Ronald Stevenson: NCDOT should clarify that the letters have been setup and the ratios are <br />correct. <br />Craig Benedict: Staff agrees the level of services should be clarified. <br />Noah Ranells: Is there a timeframe to build the right in/right out once the level of service is <br />exceeded? <br />Hunter Schofield: 6 months after level of service D is exceeded. <br />VOTE: 9 ayes, 1 nay (Jay Bryan) <br />Jay Bryan: I support Mr. Jacobs's position regarding not allowing another drive thru because <br />there is adequate parking to help people. I am also not impressed with NCDOT's standards <br />regarding what makes a road safe. <br />
