~o$ . <br />DRAFT <br />Ronald Stevenson: There are 2 options. The first is to circle around, go right, go to the light and <br />turn left. The other is to turn right and make a "U turn" further down the road. <br />Noah Ranells: What is NCDOT's criterion for requiring the right in/right out at a later date? <br />Ronald Stevenson: They don't have a set number of accidents for a change. They observe the <br />location and see if there is a problem. It is their judgment. There have not been any crashes in <br />the last 3 years. <br />Hunter Schofield: The cues from the Commissioners about this proposal are they are fairly <br />certain about their inclination about the right in/right out. They are interested in restricting that <br />to a right in/right out only. The most basic criteria for a dangerous intersection or exchange are <br />accidents and there have been none at that intersection. This may be a situation, which despite <br />out best efforts that accidents could not be ruled out. (Speaking to Ronald Stevenson). You had <br />mentioned that any approval from this Board or the Commissioners to approve of full access and <br />exit entrance would be predicated on a right in/right out only once the road expansion took place, <br />is this correct? <br />Ronald Stevenson: Yes. <br />Craufurd Goodwin: It is not just safety but also convenience. If there were a right in/right out, <br />there would be a wait for someone to turn left. There may not be accidents but a long line of <br />cars. <br />Ronald Stevenson: There is adequate storage for those cars. <br />Noah Ranells: We are nearing ozone mitigation requirements from EPA and my concern is if we <br />are causing greater idling, would we need to seek a design that would minimize idling and <br />considering it requiring the right in/right out and the existing traffic coming out to Oakdale <br />seems to be a place for cars to line up to turn on 86. For an ozone minimization effort or as an <br />impact of minimization, should full access be out of the question considering what is reasonable <br />at this time. <br />Brian Dobyns: If someone does not feel safe turning left out of that exit has an option to go <br />around. No one is being forced into the other lane. If someone wants to turn left and someone <br />wants to turn right, they will slowly come out to see if they can look to see if they can take a left <br />turn. <br />Ronald Stevenson: In the worst-case scenario, they would sit idle but 90% of the day the turn <br />lane is functioning. When NCDOT does their job and there can be a better, safer situation we <br />will change it and I will get that in writing. We would Like to keep it a functioning entrance as it <br />is now. <br />Renee Price: Originally, there was a concern that because of the proximity, the driveway to <br />Oakdale is short. As more traffic comes in pending development from Old 86 South, there will <br />be more traffic and accidents. <br />
