(Reviewed the public record <br />from the Public Hearing). <br />Craufurd Goodwin: The main issue point seems to be the right in/right out <br />Jonathan Parsons: We met with NCDOT earlier. This issue was discussed at length, and they <br />feel the intersection is functioning as is -the situation is not perfect but it functions. Once the 86 <br />expansion occurs, there will be a right in/right out or if the property to the South has developed <br />the concept of interconnective driveways and the access to that will be removed totally. <br />Jay Bryan: What was the need of another drive thru lane? <br />Jonathan Parsons: This would be to better serve the existing client base. <br />Hunter Schofield: We have discussed a number of issues. The credit union has tried to make <br />this as tenable as possible. The interest is not diversion on the issue of native species. <br />Barry Katz: We need to revisit the left/right issue (directing his comment to Jonathan Parsons). <br />The initial site was approved to turn right or turn left. The site is expanding but the volume of <br />business is not being expanded. Since you are not expanding the volume of your business what <br />works now should work in the future. <br />Jonathan Parsons: Even with the slight expansion, it is felt the driveway will continue to work <br />until NCDOT comes in to change the traffic pattern. <br />Barry Katz: Why does staff have the opinion that it should be right in/right out? <br />Robert Davis: Our reservations are the timing issues. If you wait until the improvements on 86 <br />are done you could akeady have a project approved down the road that has put the road at <br />capacity but have lost the opportunity to go right in/right out so now is the time to do that or wait <br />until NCDOT does the improvements. <br />Barry Katz: During that interval would there be dangers? <br />Robert Davis: Probably. This may be premature but it will not be premature if the Waterstone <br />Project is approved. <br />Ronald Stevenson testified on behalf of Randy Kemp and Associates (the traffic engineers): We <br />have conducted traffic assessments for this site. The bottom line in regard to the comments <br />about staff are - we will be okay restricting the entrance to a right in/right out if it becomes a <br />safety issue. NCDOT has the authority to restrict it if it becomes a problem. We are willing to <br />make that adjustment. We are asking for full access until NCDOT widens or until it becomes a <br />safety or operational problem or until there is a cross access that comes out at Millstone. <br />Renee Price: What happens if you want to go north on 86? <br />
