Zoning Atlas Amendment <br />1. PD-1-03 State Employees Credit Union <br />Eddie Kirk: There was an original Class A Special Use Permit issued on the proposal. The <br />conditions of the original Special Use Permit are listed on pages 030 and 031 of the agenda <br />packet. The issues that were discussed at the Public Hearing are listed on page 031. A traffic <br />assessment handout was reviewed. The applicant requested the entrance on NC 86 be a full <br />access and our recommendation was it would be a right in/right out. A traffic crash information <br />page on Oakdale and Old 86 was handed out from the North Carolina Department of <br />Transportation (NCDOT). There were 7 incidents at the intersection since the Credit Union <br />construction. There were 5 incidents with minor injuries. There was another traffic crash <br />information page for the intersection of the entrance to 86. There were no reports of crashes at <br />the intersection. A recommendation was made for approval of the proposal with a right in/right <br />out only on NC 86 with the 10 conditions on page 032 of the agenda packet. <br />Jonathan Parsons: Testified on behalf of OBrien/Atkins Associates, P.A. representing the State <br />Employees Credit Union. The Credit Union is at the intersection of Oakdale and Old 86, which <br />currently has currently 4 lanes, 1 ATM and 3 drive thru lanes and a bypass lane for fire access. It <br />has been there since 1997. We addressed comments from the Public Hearing and re-evaluated <br />the right of way dedications. The landscaping was kept as proposed. There was concern with <br />the amount of trees moved on to the existing site that was taken into account. The concern was <br />the intersection of 86 and Oakdale. There was a nice existing growth of hemlocks and Deodar <br />cedars that were installed early in 1997. Regarding the Old 86, the large oaks and pecans that are <br />within the street tree setup on 86 but will have to take out trees within the site but they will be <br />replaced with large material that is connotative to the existing landscaping area. In terms of the <br />right in/right out, we will keep a full access easement until the NCDOT completes the roadway <br />permit and it will be re-evaluated. That was pending until access can be gained to the adjacent <br />property to the South. <br />Noah Ranells: Based on one of the plans presented at the Public Hearing, the new Storm Water <br />Management is under the parking lot. <br />Jonathan Parsons: It will be completely 100% underground and will be not be seen but will take <br />care of the requirements in the County. <br />Noah Ranells: What is the effectiveness of underground closed storm water management <br />compared to open basins and to the effectiveness of either. <br />Jonathan Parsons: This will not allow any additional water on top of what akeady floats off site <br />come out after a storm. It will be slowly released at the same rate as the current system. <br />
