ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 19, 2011 <br />Action Agenda <br />Item No. <br />SUBJECT: Renewal of Consolidated Agreement Between Health Department and NC <br />Department of Health and Human Services <br />DEPARTMENT: Health <br />PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Funding by Program Table <br />Consolidated Agreement <br />INFORMATION CONTACT: <br />Rosemary Summers, 245-2411 <br />PURPOSE: To approve the annual consolidated agreement between the NC Department of <br />Health and Human Services and the Orange County Health Department, which provides State <br />and Federal funds to the Health Department to partially support mandated services. <br />BACKGROUND: The attached agreement stipulates the provisions for receiving State and <br />Federal support for the programs listed in the attached table. Each year by February 15, the <br />State is required to provide estimates to local entities for the next fiscal year. There is far more <br />uncertainty this year whether these estimates will remain the amounts actually allocated by <br />Federal and State legislative bodies. These funds are a mix of Federal block grant funds and in <br />some cases matching State funds. <br />• Availability of Federal public health preparedness funds are unknown but anticipated to <br />be at a reduced level to the State for the next Federal fiscal year. The State does not yet <br />have an indication from the Center for Disease Control (CDC) what that reduction is likely <br />to be. <br />• The Division of Environmental Health with the North Carolina Department of Environment <br />and Natural Resources has not sent budgetary estimates but has indicated that Governor <br />Beverly Perdue's proposed budget eliminates the remaining amount of Aid to County <br />funds for the on-site wastewater program throughout the state ($4,000 for Orange <br />County). <br />• Orange County will continue to receive funds for the Food and Lodging Program of <br />$2,000 (based on the number of restaurants in the County) with supplements determined <br />by achieving on-time inspections throughout the year. <br />• Governor Perdue's proposed budget reduces the General Aid to County funds by 60%, a <br />reduction of $63,531 if the cut is approved. These funds are the only flexible State funds <br />provided to the County for health programs. Currently these funds are used to support <br />interpreter contract services and partial support for several positions. <br />
