STATE OF NORTH CAROLINA <br />ORANGE COUNTY <br />ORDINANCE 2004 - <br />EMS SERVICES FRANCHISE <br />\b ears% <br />An Ordinance granting a non - exclusive Franchise ( "hereafter <br />Franchise ") to Technical Rescue Services, Inc., doing <br />business as South Orange Rescue Squad, a North Carolina <br />Non - Profit Corporation ( "the Grantee ") to operate EMS <br />Services in Orange County, North Carolina. <br />WHEREAS, Orange County, ( "the Grantor "), desires to <br />assure the availability of EMS Services within the County; <br />WHEREAS, the Grantor has, following reasonable notice, <br />and after consideration, analysis and deliberation <br />conducted public proceedings, during which proceedings the <br />technical ability, financial condition, legal qualification <br />and general character of the Grantee were determined to be <br />acceptable to receive a Franchise to conduct its EMS <br />Services; <br />WHEREAS, the Grantor also has considered and analyzed <br />the qualifications of the Grantee and found the Grantee <br />meets applicable Orange County and North Carolina State <br />standards related to the provision of EMS Services; <br />WHEREAS, the Grantor has determined that Grantee is <br />entitled to have a non - exclusive Franchise granted, that a <br />need exists for the EMS Services contemplated herein to <br />improve the level of service available to residents of <br />Orange County, helping to assure the provision of adequate <br />and continuing service which preserves, protects, and <br />promotes the public health safety and welfare, and that <br />granting a Franchise to the Grantee is a cost effective and <br />reasonable manner of meeting the need; <br />WHEREAS, the Grantee desires to operate EMS Services <br />within the Grantor's jurisdiction; <br />WHEREAS, the proposed EMS Services will fit within the <br />existing services provided by the Orange County EMS system <br />so as not to adversely affect the level of service or <br />operations of other Franchisees to render service; and <br />1 <br />
