41 <br />Chapter 7: Parks and Recreation Element <br /><,~ <br />completion.(Definitions of timelines provided in Section 1.4: Administration and <br />Implementation Guidelines.) <br />Parks and recreation Goal 1: Adequate parks. and recreational <br />facilities for all citizens within the County, regardless of age, <br />gender, race or disability. <br />Obiective PR-l.l: <br />Acquire and /or retain public ownership of parks, recreation <br />facilities, open space, and conservation areas that will serve Orange <br />County. (See also Natural Areas Objective NA-9.) <br />Obiective PR-1.2: <br />Acquire and/or retain lands suitable for siting both indoor and <br />outdoor active recreation facilities to serve all Orange County <br />residents. <br />Objective PR-1.3: <br />Develop a land use planning mechanism for securing new parks <br />through the development approval process. (See also Natural Areas <br />Objective NA-10 and Land Use Objective LU-4.3.) <br />Objective PR-1.4: <br />Consider alternative funding possibilities for future park facilities, <br />such as non-profit foundations. <br />Parks and recreation Goal 2: A partnership among regional <br />recreational providers and facility. owners/managers, including <br />the appropriate co-location and sharing of school facilities, that <br />meets the County's recreation needs. <br />Obiective PR-2.1: <br />The County will serve as the lead coordinator of regional open space <br />and recreation facility providers in the County (including OWASA, <br />UNC-Chapel Hill; and Duke University), and coordinate regional <br />efforts including future parkland and recreation facility planning, <br />acquisitions, and operations/maintenance of community, district, <br />and regional park and recreation facilities. <br />Objective PR-2.2: <br />Develop a methodology to be used by regional recreational providers <br />in determining the number of recreation and park facilities needed. <br />The agreed upon methodology should address countywide and <br />community-specific service areas and how needs are determined <br />within those service areas, such as linking facility needs to <br />population growth. <br />Obiective PR-2.3: <br />Develop a program for land dedication/recreation payment that is <br />effective and comprehensive. <br />Objective PR-2.4: <br />Establish a mechanism to promote shared use of existing public and <br />institutional buildings and grounds for public recreation, as well as <br />for their primary uses.
