40 <br />- Chapter 7: Parks and Recreation Element <br /><..~.. <br />will have .primary responsibility for providing recreation facilities, services and <br />opportunities to somewhere between 10,000 and 20,000 new residents. <br />To continue providing adequate opportunities for recreation in Orange County, <br />new facilities and programs will need to be added. Planning and funding of these <br />services and facilities will require a coordinated strategy with the towns and <br />school districts in Orange County. <br />Much has changed in terms of park needs and facilities since the 1988 Master <br />Plan. A countywide assessment of the new demands for parks and recreation, and <br />a coordinated plan for providing those facilities and services is needed. <br />7.5. GOALS <br />Parks and recreation Overarching Goal: Regionally <br />coordinated park facilities that provide healthy opportunities for <br />recreation and exercise for all citizens of Orange County, and <br />that preserve important cultural and natural resources. <br />Parks and recreation Goal 1: <br />Adequate parks and recreational facilities for all citizens within <br />the County, regardless of age, gender, race or disability. <br />Parks and recreation Goal 2: <br />A partnership among regional recreational providers and facility <br />owners/managers, including the appropriate co-location and <br />sharing of school facilities, that meets the County's recreation <br />needs. <br />Parks and recreation Goal 3: <br />Recreational facilities available for the public use in a manner <br />that is multi-generational and accessible to all County citizens at <br />both the countywide and community level. <br />Parks and recreation Goal 4: <br />Healthy lifestyles, quality of life and community building <br />through the provision of a variety of affordable recreational <br />facilities and choice of leisure activities, while responding to the <br />changing needs and interests of County residents. <br />Parks and recreation Goal 5: <br />Park and recreational facilities that are environmentally- <br />responsible, and where cultural and natural resources and open <br />space within these sites are protected. <br />7.6. 0BIECTIVES <br />The intent of this Plan is that the following list of objectives will help guide regular <br />and ongoing decision-making by the County related to recreation and park <br />planning initiatives.
