While there <br />are many principles and underlying values that should be retained from the 1988 <br />Plan, the very nature of parks, open space and recreation has changed, making <br />a new template and plan framework prudent. It is acknowledged that a new plan <br />must, however, retain linkage and consistency with the 2030 Orange County <br />Comprehensive Plan -building from the background, goals and objectives <br />included in that document. <br />There are a number of topics not fully-addressed (or evident) in 1988 that require <br />a more-detailed assessment in 2012, such as interconnectivity of parks and open <br />space, relationships with towns and schools, and other important components. <br />Creating a new plan offers many exciting opportunities to recognize and codify <br />the many changes, parks and open spaces that have resulted; identify new <br />relationships and partnerships; and perhaps chart a new course on a variety of <br />fronts. <br />With that opportunity, however, come a number of challenges. Some of these <br />challenges are themselves opportunities, for example the potential for <br />coordinated efforts with the towns and schools. <br />As we potentially move toward a new Master Plan, there are some key questions <br />that reverberate throughout many of the areas to be covered, and impact many if <br />not all decisions and future plans. While there are likely others that exist, or may <br />be identified as planning moves forward, staff would like to pose two for Board <br />discussion at the outset...questions that will impact how a new plan would <br />3 <br />
