34 <br />Chapter 7: Parks and Recreation Element <br />^ Open Facilities Policy; <br />^ Payment in-Lieu Changes; and <br />^ Addressing Existing Needs. <br />KEY ISSUES <br />Park planning has evolved since the 1988 Orange County Master Recreation and <br />Parks Plan was adopted. Emerging issues that will need to be addressed in future <br />recreation and park planning initiatives include: <br />^ Coordinating with municipalities to arrange for appropriate cost- <br />sharing and use policies as new parks and recreation facilities are <br />developed that draw patrons from multiple jurisdictions; <br />^ Coordinating with the local school districts to develop joint use <br />recreational facilities on their campuses; <br />^ Linking local greenway and trail development efforts with the <br />Mountains to Sea Trail; <br />^ Planning for and developing recreational opportunities on the Haw <br />River Blueway (canoe trail and hiking trail); <br />^ Developing an inter-connected system of greenways and trails <br />linking town and County parks and open spaces; and <br />^ Determining what the new recreational demands are that are not <br />currently being met in Orange County. <br />7.3. HISTORIC DATA, CURRENT DATA, EVALUATION OF TRENDS <br />Orange County has been providing park and recreational facilities to the citizens <br />of Orange County since the 1970's. Prior to that time, the towns provided public <br />park and recreational opportunities, such as Umstead Park, Cedar Falls Park, and <br />Wilson Park. In 1988, Orange County adopted its first official Park plan and has <br />subsequently developed and expanded many parks and trails. <br />EXISTING AND PLANNED COUNTY PARKS AND RECREATIONAL FACILITIES <br />Today, the Orange County Parks and recreation Department manages more than <br />ten parks and recreational facilities, and numerous trails.
