33 <br />,.. ti.., <br />Chapter 7: Parks and Recreation Erement <br />REPORT ON THE COORDINATION OF RECREATION AND PARKS SERVICES IN <br />ORANGE COUNTY 01997) <br />This report described different options for the improvement of services to the <br />community through intergovernmental coordination of parks and recreation <br />functions, including: <br />^ A countywide long range plan for parks and recreation; <br />^ Acquisition and protection of good park sites; <br />^ A lead role for Orange County in funding, acquisition, development, <br />ownership,. and maintenance of new facilities; <br />^ Coordination and work toward partial consolidation of selected <br />functions; and <br />^ A countywide bond proposal, which led to the successful 1997 <br />countywide Parks Bond. <br />REPORT OF THE tOINT MASTER RECREATtON AND PARKS (tMRP) WORK GROUP <br />This report followed up on many of the recommendations from the 1996 and <br />1997 reports. As a part of this report, an inventory of facilities and community <br />parks needs was developed for each jurisdiction, and recommendations were <br />forwarded on a variety of issues, including: <br />^ Formation of an Intergovernmental Parks Work Group to share <br />information and explore collaboration opportunities; <br />^ Possible funding mechanisms; <br />^ Use of the County's Lands Legacy program as a vehicle for <br />coordinated parkland acquisition; and <br />^ The need for a bond referendum to address parkland deficits. <br />POTENTIAL JOINT CAPITAL FUNDING FOR PARKS <br />This report was presented to the Assembly of Governments in 2000. It further <br />explored the possibilities for joint parks, and suggested a mechanism for County <br />and town roles for future joint parks, including the County taking a lead on capital <br />funding and land acquisition and potential town roles in operation and <br />maintenance of joint facilities. This was a precursor to the successful 2001 Parks, <br />Recreation and Open Space Bond. <br />Key objectives of these efforts that are still critical for coordinated park planning <br />in Orange County today include: <br />^ Ongoing work of the Inter-Governmental Parks Working Group; <br />^ Development of Inter jurisdictional standards; <br />^ Joint Siting, Design and Management of School Parks and Sites; <br />^ Public /Private Partnerships; <br />^ Joint Capital Facilities Planning /Coordinated Land Acquisition; <br />Ora.,lc~iCo-uh~.ty Co-w~re~~.v~%ve~Pl~.w Page 7-3 <br />
