4 <br />• Because of the 22 years that have passed since its adoption, grant- <br />funding agencies will no longer accept the plan, substantially <br />harming applications for critical grant assistance from entities like the <br />N.C. Parks and Recreation Trust Fund (PARTF). <br />• Needs and/or priorities of the community may have changed <br />substantially in the 22 years since the plan was created. This is alluded <br />to in the 1999 countywide joint plan. <br />• The need for close and seamless coordination with the <br />municipalities of Chapel Hill, Carrboro, Hillsborough, Mebane and <br />Durham -and with the two school systems - is much more critical as <br />we move further into the 21St century. Note: This topic was the subject <br />of parks studies completed between 1996 and 2001. <br />While there has been acknowledgement of the need to update the plan in the last <br />several years, it is also important to note the reasons why this was ultimately not <br />pursued: <br />• Creation and adoption of a new County Comprehensive Plan, which <br />(initially) envisioned a parallel effort for a fuller update of the 1988 Plan. <br />• Funding for the new plan (especially if a consultant were to be hired to <br />create the plan). <br />• The need to address the subdivision "payment-in-lieu" system in <br />conjunction with the plan, which was delayed to allow for a level of service <br />to be fully-identified and a new plan to be created. <br />• A desire to complete the parkland acquisition and/or construction needs <br />identified in the 1988 plan before embarking on a new plan. <br />• Ongoing and continual updates of municipal parks and recreation plans in <br />many of the jurisdictions. <br />A. Possible Outline of a New Plan <br />Based on existing plans, known "drivers" and issues, templates for plans from the <br />State, and review of other county parks plans, a possible outline of areas to be <br />addressed by a few plan might be as follows: <br /> .- <br />1 Introduction: Background, Rationale, Vision and Mission <br /> Statement <br />2 Executive Summa <br />3 Overview of Existing and Previous Plans and Other Reports <br />4 Inventory/Assessment of Current Facilities, Programs and <br /> Services, and Previously-Identified Needs <br />5 Citizen Involvement: Needs Assessment /Public Outreach <br /> Results <br />2 <br />
