A process is <br />needed to use existing funds, modify the current program to <br />make it more practical, and develop new sources of revenue for <br />recreation land and facilities. <br />The Work Group recommends that Orange County and Carrboro <br />develop plans to match payment-in-lieu dollars to date with <br />parks bonds and other funding sources. With a method of <br />pooling payment-in-lieu across jurisdictions currently <br />unworkable, it is recommended that the current system of <br />payments-in-lieu be kept. In Orange County's case, the County <br />should explore modifications to the system to provide for a <br />more-appropriate calculation of payment based on the <br />developed property valuation. <br />Finally, the Parks and Resource Lands Council should explore <br />the establishment of a recreation impact fee or impact tax, <br />along the lines of existing legislation. If found prudent, a <br />recommended impact fee/ tax program for recreation should be <br />developed and forwarded to the local governments in Orange <br />County for action. <br />H. Address Existing Needs <br />The combined projected population for all of Orange County in <br />the year 2025 is 168,000. This total county population. was used <br />to assess the level .of adequacy for future years. Based on this, <br />in the year 2000, Orange County will need a total of 2030 acres <br />Currently, countywide parkland needs are assessed in terms of <br />types of parks (e.g. regional, community, neighborhood, etc). <br />While additional work is needed in developing standards, it is <br />possible to envision an overview of park needs based on <br />population standards. <br />
