This plan was subsequently adopted as the "Parks and Recreation Element of the Orange County Comprehensive Plan." It has been superseded for goals and objectives only by the 2030 Orange County Comprehensive Plan. The remainder of the plan remains the operative document for parks and recreation in Orange County. Background At a staff level, the need to update this plan has been recognized for several years. In fact, portions of the plan have been updated -the adopted Joint Master Recreation and Parks Work Group Report (2000) updated the needs assessment and explored means of coordination with the towns; the Recreation and Parks Strategic Operations Plan (2005); the Comprehensive Countywide Composite Parks Plan; created by the Intergovernmental Parks Work Group and adopted by all jurisdictions in 2006 illustrated the County's planned parks and trails in context with those planned by the towns; and finally, the Orange County 2030 Comprehensive Plan (adopted October 2008) included substantial background, and adopted new goals and objectives. However, no other amendments to the 1988 Plan have been adopted. In fact, the 2030 Comprehensive Plan itself acknowledged the need to update the 1988 document (Objective PR-3.3), especially the physical facilities and services components not addressed by the 1999 and 2008 efforts. In late 2005, a plan to create and adopt an interim plan was considered at staff level. The rationale for adopting the plan is multi-faceted, but there are four primary driving factors: • The 1988 Plan does not reflect the many changes in facilities, acquired sites, programs and services that have occurred, particularly in the last decade. This applies both to parks created and opened, and changes in needs, facilities, transportation (I-40 was not open when the 1988 Plan was written), and demographics.
