~d'm`~-1- s <br />.~*f , <br />1~3 ... <br />:~gr~c~.~~uare, ~'a~~ ~~cr~a~c~a <br />"Toward Creating a New Comprehensive Parks & Recreation Master Plan" <br />April 12, 2011 <br />At the October 12, 2010 worksession, the Board discussed the need to update <br />the current Master Recreation and Parks Plan (adopted July 1988). This plan <br />was subsequently adopted as the "Parks and Recreation Element of the Orange <br />County Comprehensive Plan." It has been superseded for goals and objectives <br />only by the 2030 Orange County Comprehensive Plan. The remainder of the plan <br />remains the operative document for parks and recreation in Orange County. <br />Background <br />At a staff level, the need to update this plan has been recognized for several <br />years. In fact, portions of the plan have been updated -the adopted Joint <br />Master Recreation and Parks Work Group Report (2000) updated the needs <br />assessment and explored means of coordination with the towns; the Recreation <br />and Parks Strategic Operations Plan (2005); the Comprehensive Countywide <br />Composite Parks Plan; created by the Intergovernmental Parks Work Group and <br />adopted by all jurisdictions in 2006 illustrated the County's planned parks and <br />trails in context with those planned by the towns; and finally, the Orange County <br />2030 Comprehensive Plan (adopted October 2008) included substantial <br />background, and adopted new goals and objectives. However, no other <br />amendments to the 1988 Plan have been adopted. <br />In fact, the 2030 Comprehensive Plan itself acknowledged the need to update <br />the 1988 document (Objective PR-3.3), especially the physical facilities and <br />services components not addressed by the 1999 and 2008 efforts. In late 2005, a <br />plan to create and adopt an interim plan was considered at staff level. <br />The rationale for adopting the plan is multi-faceted, but there are four primary <br />driving factors: <br />• The 1988 Plan does not reflect the many changes in facilities, acquired <br />sites, programs and services that have occurred, particularly in the last <br />decade. This applies both to parks created and opened, and changes <br />in needs, facilities, transportation (I-40 was not open when the 1988 <br />Plan was written), and demographics. <br />
