14 <br />A crucial element to the success of the Master Plan is the <br />effectiveness of cooperative efforts between the county and agencies such <br />as the two school systems, OWASA (reservoirs), the University of North <br />Carolina, Duke University (forest properties), and the municipalities. <br />This plan envisions providing park facilities and recreation opportunities <br />to all citizens of Orange County. This will require a long-term <br />committment and coordinated action on the part of these and other agencies <br />to insure our children have playgrounds, and families and groups have <br />places to picnic or walk a nature trail. <br />The 20-year plan recommends that the county provide four (4) community <br />parks during the planning period in addition to the two existing com*nunity <br />~ parks (Northern Recreation Center and Fairview Community Park). These <br />four are proposed to serve the more densely populated yet unincorporated <br />areas of <br />Cheeks Township's Efland Community Eno Township's University <br />Station Community (or other area of <br />significant residential development) <br />Bingham Township's White Cross Community Little River Township's <br />Caldwell Community <br />A community park is typically twenty-five (25) acres or more, provides <br />recreational opportunities for the entire family, and should contain areas <br />suited for intense recreational purposes such as athletic fields, tennis <br />courts, and paths for walking/jogging. Community parks also usually <br />contain areas of natural quality for outdoor recreation such as <br />picnicking, viewing, and sitting. <br />vii <br />
