Over the years, many intervening supplemental <br />works have been created: <br />• Issue Papers between 1996-1998 on possible collaboration and other topics; <br />• The Joint Master Recreation and Parks Plan (1999, adopted May 2000), which provided <br />an updated inventory of facilities, jurisdiction needs, discussion on linkages between the <br />park and trails systems, and a calculation of parkland needs based on population. This <br />document was a precursor to the 2001 Orange County Parks and Open Space Bond; <br />• A New Era for Parks report (2002), which outlined the process for beginning the <br />acquisition and construction of parks and open space projects; <br />• The Composite Countywide Plan for Parks and Trails (2006), a map of existing and <br />planned parks and trails from all town and County plans, created by the <br />Intergovernmental Parks Work Group; <br />• The Parks and Recreation Element of the Orange County 2030 Comprehensive Plan <br />adopted in 2008; and <br />• Other smaller reports and maps during the timeframe. <br />
