The primary sponsor of the bill is f~epresentative Marry Bro~rn of ~nlow County. <br />As currently written, the brl~ would override lacaf government land use authority regarding the <br />placement and type of outdoor advertising billboards} by ~~#ricting local governmen#~ ability to <br />regulate billboards. The North Carolina Association of County Commissioners ~NCACC~ has <br />been actively expressing concerns about the biff. Corr~rr~iss~oner Jacobs added that he <br />understood one of the ruin arguments that had been espoused in support of the bill was that <br />local governments were continually changing their standards for placement and types of <br />outdoor advertising ~bilfboards}. He Hated that grange County's provisions had remained the <br />same since June ~ 984. <br />Commissioner Jacobs shared that the senate Transportation Committee discussed senate Bilf <br />~ 8 on March ~, 20~ ~ , but did Hat take any action. Commissioner Jacof~s added that he <br />understood that additional discussions had occurred since and mare discussion had been <br />planned for Thursday, April 7, Based on the issue, and an the speed with which items <br />sometimes move forward in the General Assembly, Commissioner Jacobs suggested that the <br />ward consider a resolution at the April ~~~~ ~tonight's~ work session apposing Sena#~ Bill 18 <br />and any similar legislation vuhich would restrict local government land use authority regarding <br />the placement and type of outdoor advertising billboards}. <br />Attached is a draft resolution far Board consideration expressing Orange County's opposition to <br />senate Bill ~ ~ and any similar legislation which would regulate vegetation rernava! for outdaar <br />advertising structures and override local government land use authority regarding the placement <br />and type of outdoor advertising {billboards}. Staff i aware that the City of ~aloigh has <br />approved a resolution apposing senate Bill ~ 8 and also understands that other local <br />governments are considering simil ar action. <br />ff the f~~CC approves the resolution, it is suggested that ~ signed copy be forwarded to grange <br />County's legislative delegation, leaders of the General Assembly, Representative Harry Brown, <br />the North Carolina Association of bounty Cor~missioners, and the boards of commissioners for <br />the other 99 North Carolina counties. <br />~1NANCi-~L IMPACT: There is no financial impact associated with consideration of the <br />resolution. <br />~~C~1~M~NDAT~GN~~: The flanager recommends That the Board review the attached draft <br />resolution, make changes as necessary, approve the resolution, authorize fhe Chair to sign the <br />resolution, and authorize the Clerk to the Board to forward a signed copy of the resolution to <br />grange County's legislative delegation, leaden of the general Assembiy, f~epresentative Larry <br />Brawn, the North Carolina Association of County ornmissioners, and the boards of <br />commissioners farthe other 99 North Carolina counties. <br />
