This is due in large part to having no water or surer infrastructure available to support development. Design and ultimately construction of water and sewer infrastructure in this EDD Nuill remove one of the barriers to development in the area. Design of water and sewer infrastructure to serve the Phase 3 &4 will have to await the construction of P hase 2 portion of the Buckh orn-Mebane EDD with anticipated construction in earlier year ell's. The phase 2 portion is generally the land that is bounded by ckh rn Road to the west, the Interstates 40185 to the south and the railroad or Hwy 70 to the north. 3
