Carrboro is moving from conditional use to more traditional planning that uses neighborhood <br /> input as the basis for long term land use planning and rezoning if/as appropriate. It's a win/win <br /> scenario; neighbors can discuss their priorities and concerns up front— before there's any <br /> discussion of development. It reduces risk for developers who understand zoning. It's similar to <br /> Orange County's Small Area Planning process. <br /> Hopefully Carrboro's experience offers insight can help Orange County. <br /> Speaker 6: Carrboro Experience (Kathy Kaufman) <br /> I'm Kathy Kaufman and I live in the Northern Transition Area, which is part of Carrboro's <br /> planning jurisdiction. As you know Carrboro has conditional districts everywhere and, as a <br /> result, every residential community now feels vulnerable to incompatible development. <br /> My community, at Old 86 and Lucy Lane is adjacent to the NE corner of Eubanks and Old 86— <br /> which Carrboro wants to rezone. When we were invited to an all day "neighborhood meeting" <br /> - last Saturday, we feared that we would be under pressure to respond to a development <br /> proposal for the parcel - including a rezoning using a conditional district. <br /> We learned instead that the meeting was intended to explore options to rezone the area— and <br /> has invited the neighbors and the developer to participate. We appreciate Carrboro making an <br /> effort to hear from neighbors prior to any specific development proposals being offered. <br /> Time will tell if these advanced planning steps will lead to development processes that are less <br /> contentious, but this is at least a step in the right direction. <br /> Speaker 7: Priorities For Phase 2 (Frank Tozzolina) <br /> We support economic development in the EDDs and zoning in the rural areas that <br /> supports rural character and the comprehensive plan. As you know, the rural community is <br /> regularly threatened by unwanted municipal development and sprawl. <br /> As the county pursues the EDDs, please assure us that the planning dept and the planning <br /> board will work with the rural community on these high priority, zoning issues: <br /> Conditional districts that align with the comprehensive plan and that enhance rural character <br /> including: <br /> Agricultural Support Enterprises — to help make our farm economy vibrant and <br /> sustainable. <br /> Airport zoning that tightens county control over the risk of continued attempts to site an <br /> airport in Orange County after Horace Williams closes <br /> Small Area Plans for Bingham, Cedar Grove and other rural areas building on the work <br /> that's been done in Efland and Orange County Speedway <br /> Foundation changes that we've already brought to your attention including: <br /> Excluding government or municipal uses from residential zoning. <br /> Increasing notification distances for rural areas. 500 feet and adjacent properties are <br /> insufficient <br /> Establishing lighting, noise and traffic impacts that fit the rural areas <br /> Eliminating landfills, which are not permitted by resolution, from our zoning. <br /> Speaker 8: Summary (Tish Galu) <br /> Thank you for listening to our organized comments on the UDO.
