She said that she would need more information on the <br /> implementation of these projects. <br /> Commissioner Hemminger asked if there was intent to get these into the planning of <br /> the County and towns and Karen Lincoln said that these projects mentioned here are the most <br /> crucial projects. <br /> Commissioner Hemminger said that the "walking school bus" carries a lot of liability and <br /> she would not see this as a priority. <br /> Commissioner Hemminger asked about the school board and Karen Lincoln said that <br /> she would be asking the school board to approve it. <br /> Commissioner Foushee said that she would like to have this come back as a work <br /> session item before any adoption is pursued. <br /> Commissioner Yuhasz said that he would like to know the potential sources of funding <br /> before this comes back to them. <br /> Brian Lowen said that there are complications in building sidewalks where existing <br /> infrastructure exists. <br /> Commissioner Jacobs said to ask the school boards to look at this process in terms of <br /> the school's priorities. He said that the Orange Grove Access Management Plan was not <br /> mentioned in the list of local plans and he asked about this. Karen Lincoln said that it was an <br /> oversight. <br /> Frank Clifton said that North Carolina Statutes prohibit counties from spending money <br /> on roads and sidewalks and access issues except through a development process. <br />
