Update on the Recommendations for pomestic Violence Shelter Service
The Board received an update from The Women's Center on activities underway as a
result of the final report of the Domestic Violence Shelter Work Group of the Commission for
Women in the summer of 2010.
Assistant County Manager Gwen Harvey introduced this item. She said that this is an
official update from this work group on the recommendations for a domestic violence shelter
service. The original report was given to the Board of County Commissioners in June 2010
and the Board asked for an update in early 2011. She said that the Commission for Women
has not been officially sunset by the Board of County Commissioners, but staffing for this issue
is now being done by the Women's Center in Chapel Hill. She introduced Ann Gerhardt, who
is the Executive Director of the Women's Center in Chapel Hill.
Ann Gerhardt said that her agency was charged to follow up on domestic violence
shelter service. She said that the recommendations were attached to the agenda and it was a
tiered approach. Tier one is to use a virtual approach, which is using hotels for shelter for
victims of domestic violence or sexual assault. Last year approximately 30 hotel nights were
utilized, typically one or two nights at a time. This approach also uses volunteers from the
agencies to accompany clients to the hotel and make sure they are available and on call
during the time that the clients are there and until the time that the client leaves the hotel. She
said that she has met with the Executive Directors of Orange County Family Violence
Prevention Center, Orange County Rape Crisis Center continuously over the last six months to
address all of these issues. Within the last couple of weeks, she has met with Linda Efland
