He asked where this money would come from. Dave Stancil said that the funding does not exist because the conservation easement funds have been drawn down for the most part. This is to note for their information that the County has been approached by about 32 farms that are interested in conservation easements. Commissioner Jacobs said that he had four edits for staff. He will give them to staff. Commissioner Jacobs said that, in mentioning the Parks and Recreation Plan Update from 1988, back then it was recognized that there was a tremendous dearth of parks and it was very controversial to suggest that the County should be in the business of creating parks. Now that there is an economic downturn, people have raised the question about why the County is spending money on land. He said that the County is in some years of famine and he thinks the County should be commended for having taken the opportunity in times of feast to set aside land to build the necessary facilities in County infrastructure. He said that this program is one of the great examples of the foresight.
