Section 2.17, Need a process other than that of a major subdivision for recombining <br />existing lots. <br />73. Need language that will differentiate between the different types of residential zoning <br />districts. <br />74. Regarding Impervious Surface Ratios and Sliding Scales, the two tables should be <br />combined into one. Need to understand ramifications of any proposed changes -- <br />Section 4.2.5. <br />75. Some home occupations are permitted but not associated storage? This needs <br />clarification. <br />76. Kennels and Riding Stables should be addressed separately. Should they require a <br />Class A or Class B Special Use Permit? <br />77. Clarify how open space areas of golf courses are counted towards meeting ordinance <br />requirements. <br />78. Change to require a to Class "A" Special Use Permit, which would require BOCC <br />approval rather than Board of Adjustment -- Section 5.9.5 <br />79. Mention Water and Sewer Management and Planning Boundary Agreement. Any <br />system should be designed, planned, constructed and maintained by the responsible <br />entity as assigned through the Agreement -- Section 7.13.4 (C) (1) (b) <br />80. As I suspect you know, the County's Animal Control Ordinance includes kennel <br />definitions and a permitting process for Class I and Class II Kennels. The County's <br />Zoning Ordinance also includes kennel definitions and process for a kennel (or stable) to <br />obtain a special use permit (which requires one or possibly both of the permits issued <br />Animal Control). <br />81. There is a need to better coordinate (and dare I say, unify) these ordinances. Some of <br />the issues in regard to kennels include: <br />82. Different definitions of Class I and Class II permits <br />83. A lack of clarity as to whether a special use permit is required for Class I as well as <br />Class II kennel <br />84. A lack of clarity as to whether a special use permit is required for Class I under the <br />Animal Control as well as the Zoning Ordinance <br />85. Possible process improvements in the permitting process for kennels requiring a <br />special use permit. <br />86. Also, I think we should consider whether site plans for "riding stables/academies" should <br />be subject to review by Animal Control. One concern is the availability of staff expertise <br />in this area. Another concern is that there are no specific stable standards in the <br />County's Animal Control Ordinances. By contrast, there are such standards for kennels <br />which require permitting. <br />87. Clarify provisions for Outdoor events/activities, festivals, etc. <br />88.
