A countywide and regionally~integrated, multi~madal transportation <br />planning process that is comprehensive, creative and effective. <br />How the New UDO Implements the Plan <br />one o the main mechanisms available to orange County to pursue achievement of <br />these goals is enactment and enforcement of County ordinances. It is in pursuit of the <br />implementation of these Comprehensive Plan goofs that the Unified Development <br />ordinance initiative was undertaken. The Comprehensive Plan is and should be <br />referenced throughout the UDO. Decision making procedures articulated in the UDo <br />specifically include, wherever legally authorized, determination of consistency with the <br />Comprehensive Plan as one of the criteria for approval of land development proposals. <br />
