$7
~~P4.F
~ Upon review of the ordinance, we realizes that the most of planned development
ilas 1Jeei1 Goi~salidaLed InECi a single QQr~idilUf`~ic~l t~I~trlCt t~~a ca~~ ~`iloat" anywhere 1~1 the
3 county. The district -- II~PD-~~ ~- appears to be a goad fit far the EDDs but can
4 inadvertently encourage random sprawl and incompatible development in our rural
5 ~cammunities.
b As currently defined, conditional districts open the door for industrial, intense
'l commercial and other incompatible uses in the rural areas.
o we appreciate That this board is not likely to approve incompatible development
9 but a slight shift in board composition could change everything. Please consider how
tQ the shift in composition of the Chatham County Commissioners is affecting Chatham's
I1 development.
~~ Tonight, we gill speak an a variety of issues including:
~3 Reinstating features in the ordinance that better align conditional uses to underlying
~4 land use, zoning and amenities. we are especially concerned that much of the
15 guiding language for planned development was lost when the categories were
~6 consolidated into a single conditional zone I~IPD-CZ.
~7
~~ Reinstating special use permits, at least until Shall Area Plans and better defined
19 conditional districts can be put into place
Zg
~~ Deferring changes to ordinances for wastewater treatment systems until phase 2
~Z where they can be fully discussed
23
24 better define conditional districts so that rural areas are not subject to conditions that
~5 fit the EDDs.
Z6
~7 Priorities for Phase 2 ~-that are important to the rural community
Z$ we gill also talk about process transparency and how conditional districts are
~9 working in the towns.
30 A common thread is for the Comprehensive Plan -~ which many of you have
3~ worked on - to guide future land use planning, conditional uses, and zoning.
32 Please appreciate that we did not plan to get involved in Phase 1 at all.because we
33 believed that it was a consolidation of existing ordinances and that changes would be
34 deferred to Phase 2.
35 l personally attended a public information session last summer. The ~ or 3 hour
3~ session focused on organization, table of contents, formats and colors. Conditional
37 zones were mentioned at the tail end of a long night with no discussion about how they
3~ were being applied.
39 Please know that we are not anti-development - we are anti sprawl. we believe that the
4Q UD4 and well defined conditional districts will make it easier to attract the development
4 ~ we want.
4Z If you agree with our comments, we are committed to work with the county and the
43 planning board to correct the Phase ~ UDD and move quickly onto Phase 2.
44
45 ~pea~er ~a enhance ~anditlcnal ~on~ng ®~strQCts t®~~pp~rt~t~~ r~ra~ c®m~~nlt~
4~ 4arl~ee 9~cT~gue~
47 After attending the January 27~~ public information session and generally feeling
4~ overwhelmed by the complexity of the UDO, I decided to read all 8~4~ pages of the
49 document plus Article 7 of the current ordinance plus all Planning Board minutes related
5Q to this topic and meet with Craig Benedict to review my questions.
