A lot of the time I thinl=people, and l frequently see this in Commissioner Gordon, I have seen it with 1 x'-63 May"s concerns, are wrestling with the concept that when add all the ordinances, does it actually achieve the goal? May, in 1064 particular, I think you commented once about a good developer would be guided by these plans and you get the right results but 1065 an unscrupulous developer could use these plans and do the wrong results which plays back into the advantages and risks, 1066 when you are validating a system, it is difficult because you are playing at a low level, If it was a machine you would be 1067 adjusting strings and pulleys and seeing if it does what you want.
