~~~~
60
~ ~ Brian Crawford: Well, why don't we do this, if time permits we will add it an to the end of the agenda. If we can get to it ~°~e will
62 and if ~1ot we wi[l put it over to the next session.
63
~~ (~ic~ael Na~vey handed ac~f copies o~fax received horn Can~~lss~oner Gordon}
65
66 AGB~DA 1~~~ ~; PUBLIC C~IARGB
67
6$ Infroducfian fo the Public Charge
69 The Board of County Commissioners, under the authority of North Carolina General Statute, appoints
70 the Qrange County Planning Board ~QGPB~ to uphold the written land development Caws of the County,
71 The general purpose of QCPB is to guide and accomplish coordinated and harmonious development.
~~ QCPB steal! do so in a manner which considers the present and future needs of its citizens and
'~3 businesses through efficient and responsive process that contributes to and promotes the health, safety,
74 ~ and welfare of the overall County. The QCPB will make every effort to uphold a vision of responsive
75 governance and quality public services during our deliberations, decisions, and recommendations.
76
~'] PUBLIC CHARGI:
7$ The Planning Board pledges to the citizens of Qrange County Cfis respect. The Board asks its citizens to
79 conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At
80 any time, should any member of the Board or any citizen fail to observe this public charge, the Chair will
81 ask the offending member to leave the meeting until that individual regains personal control. Should
82 ~ decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment
$3 to this public charge is observed, ,
84
85
86 AGENDA lrE~ 6~ C~IAIR Co~I~~~rs
D7
$$ Brian Crawford: I have a couple of comments and I thinkthat I will just go right into it. Itwas clear to me after Monday night that
89 We are going to have same difficulty getting through this first phase unless the Planning Board decides to take same definitive
90 action tonight. Looking back at this, we've been going at this for about two years and we've had same disagreement but I think
91 We got to a point where we were ready to move this document on to the next phase. I think Monday night that was derailed. My
92 feeling is that if we don't do something defnitive, we are going to keep going back through the cycle aver and over again, I am
93 hoping after tonight and l think the staff has done a gaol jab, I had a chance to look atwhat they plan to do tonight, I think they
94 had a goad jab of highlighting the suggested changes based an what we heard Monday night. If We can came to some sort of
95 agreement an those items put.forth, I'd like to say that we send a message to the Board of County Commissioners that we have
96 done all the edits that we are willing to do an Phase I. We are going to send it to them with the Nape that they Vote it up or vote it
97 down that We don't want to take Phase I back under consideration, vile have to farce them to make a vote on it. If they decide to
9$ vote it dawn, then that's another issue but we can't keep these micro managed edits going on forever, (hope you will join me in
99 doing that tonight so that we can send a strong message to have them, on April 5~, deal with this.
100
101 Larry Wright Can I make a motion?
102
103 Brian Crawford: Sure,
~ a4
105 Larry Wright; I v~ould like to make a motion that we do exactly what the Chair said. That we agree with the Chair.
106
107 Brian Crawford; Do I need to restate it?
lOS
109 May Becker; Can you restate it?
110
111 Brian Crawford. I'd like to, after we ga through the staffs presentation of Monday night's additional comments, when we come to
112 some agreement this evening about those comments that We send a message to the Board of County Commissioners that we
113 are finished with our edits and consideration of Phase l and that we'd like them to vote it up ar vote it down. We are not willing to
114 receive it back for additional edits and comments.
115
116 May Becker, I would like to ask, finished with the edits and voting it up or voting it down, Cn other Wards, I have brought up some
117 questions before about certain sections that we didn't discuss and such. So you are essentially suggesting if they, far the sake
11$ of understanding, Vote it down then what will the process be after than
2
