Fikes, 245-2490 Equal Employment and Procurement Plan PURPOSE: To adopt the Section 3 Plan and Equal Employment and Procurement Plan for the FY 2010 Community Development Block Grant Award. BACKGROUND: Orange County was awarded a $75,000 Community Development Block (CDBG) Grant from the N.C. Department of Commerce for an Infrastructure Hook-up Program. Funds from this grant will be used to provide water and/or sewer connections for nine (9) homes in the Rogers Road community. The Board of County Commissioners (BOCC) approved acceptance of this grant on February 1, 2011. ~http:Uwww.co.orange.nc.us/OCCLERKS/1102014f.pd fl Gne of the requirements to receive these funds is the formal adoption of a Section 3 Plan that outlines efforts to be underkaken to employ low income residents in the service area. Additionally, an Equal Employment and Procurement Plan must be adopted that confirms efforts that will be made to make employment opportunities available to all race, color, religion, sex, national origin, handicap, age, and political affiliation as well as ensure that underrepresented groups such as minorities and women have equal opportunity to provide goods and services necessary far grant implementation. Both documents have been prepared for Grange County according to templates provided by the N.C. Department ofCommerce - Division of Community Assistance. FINANCIAL IMPACT: The CDBG grant provides $75,040 in this community for the connection of nine ~9} low and moderate income households to existing water and sewer lines. RECOMMENDATION(S): The Manager recommends that the Board approve the Section 3 Plan and Equal Employment and Procurement Plan for the FY 2010 Community Development Block Grant Award and authorize the Chair to sign the Plan documents.
