r) <br />permanent 10 -foot wide permanent cleared easement will remain along the length of the <br />collection piping. <br />Staffs from the County's Department of Environment, Agriculture, Parks and Recreation, Solid <br />Waste Management Department and the County Engineer conducted a walk- through of the <br />easement route to assess the nature of trees along the route. The conclusion was that there <br />were no unique or specimen trees that would warrant a deviation of the proposed pipeline route. <br />It was staff's opinion that it was preferable that the pipeline run along the County's property line <br />rather than having it run internal to the property. <br />Note. Permitted landfill operations will maintain priority and primacy over landfill gas recovery <br />operation. <br />The easement will cross the Neville Tract, the 50 acre Greene Tract property owned by Orange <br />County (Solid Waste Enterprise Fund) as well as the Southern Senior Center /Southern Human <br />Services Center property. There are three transmission line easement sections and three duct <br />bank easement sections included in the request. <br />The transmission line construction is projected for completion in November /December 2011. <br />FINANCIAL IMPACT: There is no financial impact associated with granting this easement. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the easement <br />agreement with the University of North Carolina- Chapel Hill for underground gas lines from the <br />Orange County Landfill to University property at the corner of Homestead Road and Martin <br />Luther King, Jr. Boulevard; and authorize the Chair to sign on behalf of the Board. <br />
