Phase A - I-40 from the Durham County Line to NC 86, construct an additional <br />westbound lane (no additional eastbound lane) in FY 2016-2017; <br />Phase C - I-40 from I-85 to NC 86 and NC 86 (eastbound) to the Durham County Line, <br />program for funding in future years. <br />TIP Project I-0305 <br />TIP Project I-0305A will widen I-85 to six lanes from I-40 to west of SR 1709, Lawrence Road, <br />with reconstruction of the interchanges at Old NC 86 and NC 85. The Draft STIP programs <br />funds to acquire right-of way and relocate utilities for Phase A in years FY 2017-2019, and to <br />start construction in 2020 and continuing in future years that are not funded at this time. <br />Project I-03056 will widen I-85 from east of SR 1709 to the Durham County Line with <br />reconstruction of the interchange at US 70. The draft STIP programs Phase B to be funded in <br />future years <br />Project I-0305 in Orange County is a first priority Highway Trust Fund project. Highway Trust <br />Funds can only be used for roads stipulated in the 1989 legislation that created the fund. I-40 is <br />also named as one of the corridors in the Highway Trust Fund legislation but the legislation <br />specifies first priority will be given to the I-40 corridor in Buncombe, Haywood, Guilford, Wake, <br />and Durham counties. <br />Staff will provide any other information at the meeting, and the governing boards can discuss <br />issues related to this item as necessary. <br />Attachment 1-e -Map: Improvements to Interstate Highway System through Orange <br />County <br />2. Solid Waste Issues <br />a) Inter-local Agreement Modifications for Solid Waste <br />The Solid Waste Advisory Board (SWAB) conducted discussions this past fall regarding the <br />future of the Interlocal Agreement for Solid Waste (IA), as well as how to consider the matter of <br />Alternative Technologies. These discussions were prompted by a Board of Commissioners' <br />(BOCC) request following the decision to end the search for a transfer station site and a <br />subsequent decision to haul waste at least for an interim period from Orange County to the City <br />of Durham Transfer Station. Given that a basic tenet of the existing IA is the County's <br />responsibility to provide Orange County governments with solid waste disposal facilities in <br />exchange for government's pledge of wastes to that facility, the existing IA's continued value <br />and usefulness is brought into question. <br />The SWAB submitted a memorandum dated November 11, 2010 (attached) to the BOCC <br />making recommendations with regard to the IA and the issue of pursuing alternative <br />technologies. The SWAB recommends initiating conversations among the IA signatories in <br />order to begin the process of reconsidering the current IA. The SWAB acknowledges that the <br />direction the local governments may take on the IA may be influenced by decisions made with <br />regard to long-term waste disposal decisions. The SWAB also recommends that a partnership <br />among governments in the interest of environmentally and economically responsible solid waste <br />management should continue or even be enhanced if possible. <br />
