• <br />i• <br />I• <br />J. Local Funds. "Local Funds" means fees from services, <br />including client payments, Medicare and the local and federal share of <br />Medicaid receipts, fees from agencies under contract, gifts and <br />donations, and county and municipal funds, and other funds not <br />administered by the Division. <br />K. OPC. "OPC" means Orange Person Chatham Mental Health, <br />Developmental Disability and Substance Abuse Authority, an area <br />authority established pursuant to Chapter 122C of the North Carolina <br />General Statutes. <br />L. Operating Costs.. "Operating Costs" means expenditures <br />made by the LME in the delivery of services for mental health, <br />developmental disabilities, and substance abuse as provided in Chapter <br />122C of the North Carolina General Statutes and includes the <br />employment of legal counsel on a temporary basis to represent the <br />interests of the LME. <br />M. Party. "Party" means Orange, Person and/or Chatham <br />County, individually. <br />N. Parties. "Parties" means Orange, Person and Chatham <br />County, collectively. <br />O. Program Director. "Program Director" means the <br />director of the LME. <br />P. Secretary. "Secretary" means the Secretary of the <br />Department of Health and Human Services. <br />Q. Undertaking. "Undertaking" means the contractual <br />exercise by the LME of the powers, functions, rights, privileges and <br />immunities of the Parties in the provision of mental health, <br />-5- <br />
